It is about the keeping of a buzzard (Buteo buteo) in unsuitable conditions, a case initiated by the announcement by the Association for the Conservation and Protection of the Natural Environment in Albania (PPNEA), in relation to some videos that the 37-year-old had shared on the networks social.

Shkodër Police Station, immediately after receiving the notification from the Association for the Conservation and Protection of the Natural Environment in Albania (PPNEA), about a rare bird protected by law, which was kept by a citizen, based on several videos published on the networks social, have carried out investigative actions on the case. Following the procedural actions, the materials were referred to the Prosecutor's Office, where the proceedings began in free status for the citizen Dritan Brahimi, 37 years old, resident of Shkodër, for the criminal offense "Damage to protected species of wild flora and fauna".
During the check in the apartment of this citizen, the bird was found, which is currently being treated by the veterinary management specialists of the municipality of Shkodër.
The procedural materials were passed to the Prosecutor's Office at the Court of First Instance of the Shkodra General Jurisdiction.
This event raises questions about the treatment of animals in Albania. According to Law No. 10431, all owners of animals have a duty to provide them with proper care, including adequate food and housing.
Article 13 of this law prohibits cruel treatment of animals and imposes penalties for those who violate this rule. Penalties range from fines to confiscation of animals.
In Albania, although laws exist, their implementation is often weak. This event shows that there is a need for awareness and perhaps for stricter measures against those who mistreat animals.
Maybe it's time to discuss improving the conditions of animal protection, including stricter punishments and more regular checks for their owners.
